Many layers of obscure and vague references are utilized in this cartoon. Bernard Baruch is shown vouching for Leon Henderson's congressional appointment as head of the Office of Price Administration, which was established to curb inflation during World War II. Mr. Henderson was referred to as the price and rationing "czar" during the early days of the war. He assigned staff members to read everything they could find about industry and prices during World War I, and he often conferred with Bernard Baruch, who was chairman of the War Industries Board in 1917 and 1918.

In this cartoon, Secretary of State and future South Carolina Governor James F. Byrnes consults Bernard Baruch on the issue of price control. Byrnes was one of the few politicians to hold positions in all three branches of the American federal government (as Representative and Senator, Supreme Court justice, and Secretary of State) as well as being active in state government. He and Baruch were close friends, and he made his fortune off Baruch's investment advice.
